Two North Carolina men are facing charges after their arrest for their roles in the computer hacking of five senior U.S. government officials and computer systems, federal officials said.
Andrew Otto Boggs, 22, of North Wilkesboro, NC, aka INCURSIO, and Justin Gray Liverman, 24, of Morehead City, NC, aka D3F4ULT, conspired with members of a hacking group that called itself “Crackas With Attitude,” according to the Justice Department.
Though an affidavit filed in federal court does not name the five individual victims, the hacking collective has taken credit for compromising the AOL account of CIA Director John Brennan, the Verizon account of Director of National Intelligence James Clapper, as well as email accounts for FBI Executive Assistant Director Amy Hess and FBI Deputy Director Mark Giuliano.
From October 2015 to February 2016, the group used social engineering techniques, including victim impersonation, to gain unlawful access to the personal online accounts of senior US government officials, their families, and several US government computer systems.
The affidavit said the hackers obtained access to an account by calling Verizon and impersonating one of the victims in order to reset a password and gaining control. After seizing control of email, social media and other online accounts, officials said the hackers then published personal information stolen from the accounts online or called the victims to harass them.
By using the credentials of one of the hacked victims, the hackers were able to access a federal law enforcement data portal, the Law Enforcement Enterprise Portal, which allowed them to access to information such as the booking information for criminal offenders.
In some instances, members of the conspiracy uploaded private information they obtained from victims’ personal accounts to public websites; made harassing phone calls to victims and their family members; and defaced victims’ social media accounts.
At least three other members of the conspiracy are in the United Kingdom and are under investigation by the Crown Prosecution Service.
Boggs and Liverman will have their initial appearances at the federal courthouse in Alexandria next week in front of U.S. Magistrate Judge Theresa Carroll Buchanan.
